Jacob L. Miller, PE
President-
Materials Engineer

With over 25 years of experience providing materials testing and inspection for clients like the University of Wyoming and consulting on Federal Highway & Aviation projects, Jake brings a wealth of knowledge and experience from multiple states to the SolTerra team. We are proud to offer his senior level guidance and unique expertise on all of our projects.
Andrew Steen
VP of Operations -
Inspector
As an International Code Council Reinforcement Inspector, Andrew serves a project manager for vertical inspection projects. He has helped establish SolTerra’s nuclear density gauge program and maintains it as the Radiation Safety Officer. Andrew also oversees SolTerra’s day-to-day operations to ensure consistent quality and timeliness for deliverables.
Snyder Boughton
Laboratory Manager
Laramie, WY
Snyder has been the lead inspector on multiple vertical construction projects for the University of Wyoming and maintains SolTerra’s CCRL national accreditation for concrete mixture design. He has a bachelors degree in Geology and multiple years of materials testing and inspection experience.
Taylor Beck
LABORATORY MANAGER-
Riverton, WY
Taylor has over 6 years of materials testing and asphalt mixture design experience. He has multiple certifications from ACI in strength, laboratory, field, and attended the Asphalt Institute in Lexington, KY. Taylor maintains SolTerra’s national accreditation with AASHTO Resource and continues to be an integral part of our growing team.
